The course intends to enable the students to understand the context of private investments in Latin America through Concessions and PPPs, specially as a contractual instrument to develop public policy to overcome the enormous gap in infrastructure. The course will deal with the ecosystem of institutions behind these contracts, such as development banks and advisory consultancy, in order to describe the actors and explain the steps to build up an infrastructure transaction. The discussion of the functioning and content of the contracts will be based on concrete cases, by using examples of different sectors, such as highways, mobility, waste management and social infrastructure. The legal and regulatory elements will be mostly based on the Brazilian, Colombian and Chilean cases, but enriched by the international challenges around the issues.
